Nokomis Beach Plaza is seaward of the State of Florida Coastal
Construction Control Line (CCCL) and Sarasota County Gulf Beach Setback
line. Our project has been signed off as exempt from the need for a
Coastal Setback Variance by the County. Currently the project team has
been collecting information for the Florida Department of Environmental
Protection (FDEP) CCCL Permit Application. It has involved resolving
many complex issues with the septic system, environmental constraints
(e.g., nearby gopher tortoises), foundation, and parking lot plans,
which has taken some time to resolve. The good news is that our
engineers, DMK and Sterling and Wilbur, have indicated that we will pass
a major milestone early next week when they submit this information back
to FDEP.
Once FDEP staff receive this application information, they have 120
days in which to make a decision to approve or deny the application (or
request additional information). From our meeting with FDEP staff in
Tallahassee, we believe that the application is fairly straight forward
and should be approved, but we could receive a request for additional
information (very common). Since construction may not commence without
the CCCL permit, please be aware that the below-anticipated commencement
date is dependant upon obtainment of this permit.
Estimated Timeline
Jan 29th - CCCL Permit Application Information sent to FDEP
Feb. 12th - Comments back from Procurement for bid document
March 5th - Bid documents provided to Procurement for Advertisement
March 5th-April 5th - Advertise Bid
May - Contract awarded by Board (this assumes no hitches in a 30 to 60
day fast track of what Procurement describes as a 70 to 80 day process;
completion of this step will also encumber the Historical Grant funds by
the needed deadline)
late May/early June - receive CCCL Permit and provide contractor with
notice to proceed (contractor then obtains Building Permit)
June/July 2007 - begin construction
June/July 2008 - complete construction
